Exective Order 12196, Section 1-201(a): The employer did not furnish %% employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The hazard of electrocution or serious injury due to electrical shock/burns when working on high voltage electrical systems. Feasible and useful methods to correct the hazards, among others, are to: 1) Develop specific written work procedures relative to the type of equipment being worked on. 2) Communicate safe work procedures to employees through a comprehensive training program which would include: a) Proper use of high voltage testing equipment. b) The mandatory use of personal protective equipment such as rubber insulating gloves and rubber insulating floor mats. 3) Development and implementation of a written lockout/tagout program based on the requirements of 29 CFR 1910.333.
