Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to possible severe burns and injuries caused by fragments of dryer cans because of possible leakage, rupture or failure of dryer cans containing steam and condensate. Among other methods, one feasible and accepted method of abatement is to implement a program of periodic inspections and documentation thereto of dryer cans: PAPER MACHINE ROOM: DRYER CANS FOR THE PAPER MACHINE WERE NOT INSPECTED IN A PROGRAM THAT CONTAINED AT LEAST THE FOLLOWING: (1) AN INTERNAL AND EXTERNAL VISUAL INSPECTION CONDUCTED BY EXPERIENCED PERSONNEL CONSISTING OF MAGNA-FLUX, DYE TEST OR EQUIVALENT FOR THE DRYER HEADS AND X-RAYS, WEDGE TEST OR EQUIVALENT FOR DRYER SHELLS. AFTER INITIAL TESTING IS DONE, DRYER HEADS SHALL BE TESTED EVERY 2 YEARS; DRYER SHELLS TESTED EVERY 5 YEARS. (2) ALL DRYERS SHALL BE CHECKED FOR WATER BUILD-UP OR SYPHON PLUGGING AT LEAST ONCE EACH 24 HOURS OF SERVICE.
