WITHOUT FALL PROTECTION.  NIAGARA MOHAWK POWER
CORPORATION, LIONS PARK RT.48 BALDSWINSVILLE, NEW YORK,
13027; ON OR ABOUT 09/15/95 (1) ONE EMPLOYEE (TREE TRIMMER
HELPER) WAS PRACTICING TREE CLIMBING WITHOUT FALL
PROTECTION WHEN HE FELL 8 TO 10 FEET.
One feasible method, among other methods to reduce this hazard is to
follow internal
company memo dated 09/12/95, from Mr. Ken Finch, Manager System Forestry,
that
states "Tree Trimmer Helpers can only practice climbing with fall
protection.  They
cannot practice free climbing.".
