Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
The hazard of falling when the crane makes a lift while the employee
is still on the load. On or about 5/15/90, an employee was permitted
to stand on an elevated pipe (load) while it was suspended from the
crane.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:
1) The crane shall not be operated while anyone is on the load or hood.
ANSI B30.15-1973
2) Loads shall be brought to rest and secured before rigging operations
begin.
