Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were not trained to recognize the dangers involved with their jobs, nor were they properly instructed in the steps to be taken to avoid dangerous exposure to the unstable stacking of railcard lumber which they came into close proximity in their daily job assignment. Among other methods, one feasible and acceptable abatement method to correct this hazard is to provide a formal training program which would educate the exposed employees to the hazards which they will encounter in their daily assignments and the steps which they should take to protect themselves from those hazards: Central Stock Room, Material Area - The employees of the material unloading area were not trained to recognize hazards of the exposure related to the unsecure binding and stacking of lumber stored in rail freight cars.
