General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling from an elevated bridge deck where standard guardrails were not installed on open sides of the bridge deck. One feasible method to correct this hazard is to insure that all guardrails are installed at a height of 42" with a midrail and designed so that the maximum deflection of the railings do not exceed 2" when a 200 lb force is applied at the center of the span. AVD/Variable information: A) LOCATION: BRIDGE DECK STANDARD GUARDRAILS WERE NOT INSTALLED ON ALL OPEN SIDES OF THE BRIDGE DECK. THE TOP RAILINGS WERE ONLY 34" HIGH AND THE CABLES BEING USED DEFLECTED APPROXIMATELY 8" WHEN A LOAD WAS APPLIED TO THE CENTER OF THE SPAN.
