Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to hazard of being struck by or colliding with heavy
equipment:
a)  Employees operated a Michigan 275C (Co.#J-155) and a
Caterpillar 988B (Co.#J-174) wheel loaders.  Said loaders
were not equipped with operable horns, on or about 11/20/92.
Among other methods, one feasible and acceptable abatement method
to abate this hazard is to repair defective horns and include horns
on the daily inspection routine carried out by operaters.
