FEASIBLE ABATEMENT MEASURES Stressor(s) associated with items 63 through 68 of this citation include (1) repeated reaching, bending and stooping while transferring ingredients, (2) repeated bending while scooping ingredients, (3) deviation of the wrist while employees scoop ingredients. Stressor(s) associated with items 69 through 105 include (1) repeated reaching above shoulder height and bending and stooping while carrying the pans with both hands to load/unload the pan racks, (2) repeated bending and/or stooping while carrying pans with both hands from dolly carts to the conveyor line(s), and rolling pin forces on hands. Stressor(s) associated with items 106 through 133 include (1) repeated reaching above shoulder height and bending and stooping when plastic trays, containing packaged bakery product, are stacked and (2) repeated twisting, reaching and bending over conveyors when employees place bakery products into packaging and when packaged bakery products are placed into plastic trays. A feasible program for the reduction of workers cumulative trauma and musculoskeletal disorders includes the following items: 1) Identify employee(s) experiencing symptoms associated with cumulative trauma and musculoskeletal disorders. 2) Conduct an ergonomic assessment to identify stressors. 3) Implementation of control measures for reducing job stressors. a) Install gravity-feed bulk hoppers to contain and/or measure-out dry ingredients. Use of hoppers can eliminate scooping of dry ingredients which is causing stress to the musculoskeletal system. (Applies to Items 63 through 68). b) Modify and/or redesign scale(s) and scaling racks to provide for flush transfer, or push, of weighed ingredients from scale to rack(s). (Applies to Items 63 through 68). c) Adjust the height of scale(s) to prevent employees from bending while weighing dry ingredients. (Applies to Items 63 though 68). d) Redesign scoop handle to eliminate ulnar deviation when employees scoop raw ingredients. (Applies to Items 63 through 68). e) Provide mechanical devices to load pans from dolly carts onto conveyors. (Applies to Items 69 through 105). f) Provide automatic leveling devices to eliminate repeated employee bending and twisting motion(s) when loading pans onto and off conveyor(s). (Applies to Items 69 through 105). g) Provide for the use of pan racks that are designed to limit employees reaching above shoulder height and bending over when employees load pans onto the rack(s). (Applies to Items 69 through 105). h) Provide for the use of lightweight pans racks, such as aluminum with low friction wheels, to eliminate the strain to employees shoulders and arms when moving the racks. (Applies to Items 69 through 105). i) Redesign of operation to eliminate employees reaching and bending over conveyors. (Applies to Items 106 through 133). j) Limit the height to which employees must stack plastic trays filled with packaged product. (Applies to Items 106 through 133). k) Automate packaging of products, such as GT rolls. (Applies to Items 106 through 133). 4) Implementation of an education and training program to make employees aware of the types of movements and postures which may cause cumulative trauma and musculoskeletal disorders. Concerted efforts should be made in identifying and eliminating obstacles which would prevent, or otherwise deter, employees with symptoms from reporting them. 5) Implementation of medical surveillance and treatment program for employees exposed to cumulative trauma and/or musculoskeletal disorders. The program should contain the following elements and be reading accessible to all exposed employees: a) Pre-employment medical examinations pertinent to medial nerve distribution and muscular aberations, wrist flex test, electromyelogram (nerve conduction test); b) Detailed medical examinations and counseling of employees should be conducted as soon as symptoms generally associated with cumulative trauma and musculoskeletal disorders are reported. Conservative treatment measures should be developed and implemented upon detection of early symptoms. The use of prescription medication(s) should be prescribed with care and only after consideration of adverse health effects. Employees should be advised of the adverse health affects associated with prescribed drugs and/or medical treatment/therapy. c) Employees on restricted work activities should be assigned jobs which will not aggravate their medical condition. d) Follow-up of complaints and/or cases related to cumulative trauma and/or musculoskseletal disorders should be conducted to ensure that medical treatment and/or job changes have been effective.
