Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: (a)On or about April 1, 1994, employees were exposed to explosion hazards by being permitted to use water in and around the after burner unit while cleaning out iron fines and particles that were red hot and which could fall on and entrap the water creating a potential for a super hot steam explosion of the material. Among other methods, one feasible and acceptable abatement method to correct this hazard is to prohibit the use of water for cleaning out the after burner and ensure that the ground surface around the front of the after burner is dry and free of moisture where that possibility of chunks of material can fall on top of the water and entrap it.
