Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees routinely use mobile hydraulic cranes in shipbuilding and are exposed to the hazard of being struck by falling loads from mobile hydraulic crane(s) with extendable boom (Galion Cherrypickers). Several feasible and acceptable methods to correct this hazard is to comply with American National Standards Institute, ANSI B30.15-1973. Section 15-1.9.1(b) - A boom angle indicator readable from the operator station shall be provided. Section 15-1.9.1(c) - A boom length indicator readable from the operator station shall be provided on telescoping booms. Section 15-1.3.2(d) - On a telescoping boom crane, with less than 60 feet of extended boom, a two-blocking damage preventive feature shall be provided capable of preventing damage to the hoist rope, and/or other machine compomnents, when hoisting the load, extending the boom, or lowering a boom on a machine having a stationary winch mounted to the rear of the boom hinge.
