Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer  did not furnish employment  and  a place of employment which
were free from recognized hazards that were causing  or likely to cause
death  or serious physical harm  to employees in that employees were
exposed to  the hazard of  uncontrolled release of hazardous chemicals
including hydrogen sulfide gas:
The lime kiln caustic area,  white liquor pressure filter -
Hazardous chemicals including hydrogen sulfide gas produced
by  the reaction of acid  and  white liquor filtrate leaked
out into work areas, on or about 12/10/91.
Among other methods, some feasible and acceptable abatement methods to
correct this hazardous condition include:  (1) Install a venting system
which  would remove  hydrogen sulfide from employee's work area(s) and
remove any residual that may collect  in the weak acid storage tank and
(2) Install a venting system which includes  a method to control, from
a remote location, the pumps and valves inside the dike area which are
associated with the back wash process.  A means by which to detect and
warn of  hydrogen sulfide vapors  would enhance any system or method
utilized to eliminate this hazardous condition.
