Section 5(a)(1) of Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to THE HAZARD OF BEING STRUCK BY A REMOTELY-OPERATED COIL CART: IN THE RECEIVING WAREHOUSE, THE CRANE OPERATORS HAVE NO MEANS OF CONTROLLING THE MOVEMENTS OF THE STEEL COIL CART WHICH TRAVELS THE WIDTH OF THE WAREHOUSE AND IS BEING CONTROLLED FROM THE OPERATOR STATION ON THE PICKLING LINE IN THE ADJACENT BUILDING. THE PICKLING LINE OPERATOR HAS LIMITED VIEW OF THE WAREHOUSE THROUGH A 4FT. BY 4FT. OPENING IN THE WALL BETWEEN HIS STATION AND THE WAREHOUSE AREA WHERE THE COIL CART TRAVELS. THE CRANE OPERATORS HAVE NO OPERATOR CONTROLS/ EMERGENCY STOP FOR THE COIL CART. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO PROVIDE AN ADDITIONAL SET OF OPERATOR CONTROLS FOR THE COIL CART FOR THE WAREHOUSE EMPLOYEES INCLUDING AN EMERGENCY STOP WHICH WILL OVERRIDE ALL SETS OF CONTROLS.
