Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of exposure to sulfur dioxide from the DEA/SO2 process. a) DEA/SO2 process. From on or about 7/30/96 to date, no provisions were made for hydrostatic pressure relief in the liquid sulfur dioxide feed line as required by the Compressed Gas Association in Publication CGA G-3 Section 10.3. Feasible and acceptable methods of abatement include, but are not limited to the following: 1)Provide hydrostatic pressure relief devices, such as an expansion chamber or a pressure relief valve or rupture disk discharging to a receiver or a safe area, between all valves where liquid sulfur dioxide could be trapped, and 2)Provide training for all operators in the hazards of trapping liquid sulfur dioxide between valves and the proper valve sequence to be used for draining the piping system to prevent trapping liquid sulfur dioxide.
