Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a recognized hazard of electrical shock or burns:
(a)F/V Snopac:  In the Engine room, the main electrical panel did not have
a
minimum of three feet front working space and access to the panel was
blocked
with equipment and materials.  This condition exposed employees to possible
electrical shock or burns in the event of contact with and/or repairs to
machinery
or equipment that cannot be de-energized quickly due to blocked access to
the
electrical panels.
Among other methods, one feasible and economical abatement method to
correct
this hazard would be to remove the equipment and materials that blocking
access
to the main electrical panel.
(b)F/V Snopac:  In the CAT room, a flexicord was utilized as permanent
wiring.
This condition exposed employees to possible electrical shock or burns in
the
event of accidental contact with bare electrical conductors.
Among other methods, one feasible and acceptable method of abatement would
be to install hard wiring.
