Section 5(a)(1) of the Occupaton Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employee in that employees were exposed to: (a) M/V Northland: In the processing area, mechanical, electrical and engine rooms, there were no written procedures, rules or training developed or implemented on energy controls for employees protection and training againsts hazards when they work on repairing processing equipment mechanical, electr- ical and engine room equipment in accordance with 29 CFR 1910.147. Among other methods, one feasible and acceptable method to correct the hazard is to develop and implement a written training program on Lock Out Tag Out using sample provided. M/V Northland was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent standard 29 CFR 1910.147(c)(1) which was contained in OSHA Inspection Number 107107500, Citation Number 1, Item Number 6, issued on 09/07/90.
