The alleged violations below have been grouped because they involve
similar or related hazards that may increase the potential for injury
resulting from an accident.
Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a recognized hazard of electrical shock and burns:
(a)  M/V Northland:  Employees working on the port side of the
process deck had occasion to be exposed to a fluorescent
light fixture that had unguarded bulbs with 6 feet of the
deck and insulated live conductors hanging out of the fix-
ture.  This condition exposed employees to the possibility of
live bare conductors should the bulb be broken or the insula-
tion compromised.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a recognized hazard of electrical shock or burns:
(a)  M/V Northland:  Employees entering the old ice house had
occasion to be exposed to a yellow drop cord that was
wrapped around steel beams to secure the cord and light
on the ceiling.  This condition exposed employees to the
possibility of contacting live conductors that the insulation
had worn or abraded exposing live bare conductors.
Among other methods, one feasible and acceptable method of
abatement would be to install permanent wiring where needed
for a light source.
(b)  M/V Northland:  Employees working in the scale case up
section had occasion to be exposed to an extension cord
that was wrapped around supports and pipes to secure the
cord to the ceiling to be used as an electrical outlet.
This condition exposed employees to bare electrical
conductors should the insulation become worn or abraded
Among other methods, one feasible and acceptable method
of abatement would be to install permanent wiring where
needed for electrical outlets.
