Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Medical staff were exposed to the hazard of being infected by
HBV and/or HIV through possible direct contact with blood or other
body fluids during the following, but not limited to, procedures:
Drawing blood, giving injections, drilling teeth, and cleaning of
spills and had not been trained on exposure control.  Feasible and
useful abatement methods for reducing this hazard, among others,
are:  Implementation of an effective train-ing program which would
reduce the risk to employees.  An effec-tive training should
include, but is not limited to, explanation of:
1.  Epidemiology of bloodborne diseases.
2.  Modes of transmission.
3.  Employer's exposure control plan.
4.  Recognition of exposure potential.
5.  Engineering Controls.
6.  Work practices.
7.  Personal protective equipment.
8.  Decontamination/disposal procedures.
9.  Hepatitis B vaccination availability.
10.  Emergency and post exposure follow-up procedures.
11.  Labeling/sign policy.

Hepatitis B vaccination.  Feasible and useful abatement methods
for reducing this hazard, among others, are:  Implementing an
exposure control policy regarding hepatitis B vaccination being
offered free of charge.

and/or engineering control such as resheathing instruments, self-
sheathing needles, forceps to prevent recapping by hand, and/or
disposal units in immediate work area.
