specific conditions on this worksite.
Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the hazard of being struck by falling or suspended loads
hoisted by the Yale hydraulic crane used in the Main Scrap Yard due
to overbalancing of the crane following failure of soft ground under
the outriggers, loads lifted in excess of the capacity of the crane
for a given position and load radius, failure of portions of the air
and hydraulic systems operating the outrigger system, obscured vision
from the operator's stations, or failure of the hoist line rope due
to corrosion damage:
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to ensure that the following practices are
followed in the workplace:
1.     Provide outrigger mats whenever the crane is operated from the
outrigger system on unstable soils, as specified by paragraphs
3.2.3 (a)(2)(i) and 3.4.3 of American National Standards
Institute standard B30.15-1973 Mobile Hydraulic Cranes;
2.     Provide a legible, undamaged load rating chart at the operators
station, as specified by paragraph 1.1.3 of American National
Standards Institute standard B30.15-1973 Mobile Hydraulic
Cranes; and
3.     Maintain all crane hydraulic and pneumatic systems in accordance
with the provisions of paragraph 2.2.3 (b) of American National
Standards Institute standard B30.15-1973 Mobile Hydraulic Cranes.
4.     Maintain all cab glazing in accordance with the provisions of
paragraph 1.8.1 of American national Standards Institute
standard B30.15-1973 Mobile Hydraulic Cranes.
5.     Maintain all hoist lines in accordance with the provisions of
paragraph 2.4.3(b)(3) of American National Standards Institute
standard B30.15-1973 Mobile Hydraulic Cranes.
