Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
The employer is not limited to abatement methods suggested by OSHA;
i.e., methods explained are general and may not be effective in all
cases.  Other methods of abatement may be equally or more appropriate.
Ultimate responsibility for determining the most appropriate abatement
method rests with the employer, given its superior knowledge of the
specific conditions on its worksite.
In the Roof Building area, employees were required to work
beneath a mobile home roof assembly estimated to weigh between
2,000 to 3,000 pounds.  Three hoists were secured to a long steel
beam and the chains were connected to several wood trusses along
the top of the roof assembly, exposing employees to the hazard
of being crushed if the roof assembly fell.
Among other methods, feasible and acceptable abatement methods
to correct this hazard include the following:
1.  Do no allow employees to work under the mobile home
roof while it is elevated.
2.  In the alternative, support assemblies capable of
supporting the mobile home roof could be places under
it while employees begin fabrication.
