Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Flogging Area and Yoke Line; A monthly inspection program of the electric hoists replete with written records, was not established by the employer. One hoist in the flogging area had a hook which had been scarred from gas cutting. The beam was not level causing the hoist to move rapidly and strike the end stop of the beam. On the yoke line, one hoist had the chain cup missing and the pendant control station hung from the conductor wires and not from the outer sheathing.
