OSHA opens inspections for many reasons — routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Opening or conducting an inspection is not itself an allegation or a finding that this employer broke any rule; any findings appear as the citations listed below, and citations can be contested, reduced, or withdrawn.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment which
were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that:
a) Employees were exposed to a potential explosion hazard due to improper
storage of
incompatible chemicals of an organic peroxide and acetone. These products
were
observed on or about 1-22-98 and 1-29-98 being stored adjacent to each
other in the
production area and inside the chemical storage room. Employees exposed to
the risk of
chemical burns and/or smoke inhalation in that separate storage areas or a
substitution
of chemicals had not been established. Among other methods, two feasible
and acceptable
abatement methods to correct this are:
(1) Providing separate storage areas for the organic peroxide and acetone;
or
(2) Substituting the acetone with a more compatible solvent such as ethyl
acetate
or methyl ketone. Consideration of these substitutes must take into
account their
lower permissible exposure limits as opposed to acetone.
