Section 5(a)(1) of the Occupational Safety and Health Act of
1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to a
recognized hazard of electrical shock or burns:
(a)   M/V Royal Enterprise:  Employees working in the engine room
had
occasion to be near an electrical breaker panel box that did
not
have the unused breaker openings effectively closed or
covered.
This condition exposed employees to live electrical conductors
should the employee enter the panel box to access the
breakers.
Among other methods, one feasible and acceptable method of
abatement would be to install covers over the openings.
Arctic Alaska Fisheries Corporation was previously cited for a
violation of this Occupational Safety and Health Standard or
its
equivalent standard which was contained in OSHA Inspection
Number 107107567, Citation Number 1, Item Number 2, issued on
6/04/90.
