Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of environmental conditions which
could cause heat
stress:
a)  Hot Line in kitchen of Marco Polo restaurant:  Cooks were exposed to
the hazard of heat
stress while working at the "Hot Line".  Fourteen individual Wet Bulb
Globe Temperature
Indoor (WBGT-In) readings were obtained during the 3:00 pm to 11:00 pm
shift.  Values
ranged from 35.1 C with the average being 37.1 C.The ACGIH permissible
heat exposure
threshold limit value for continuous work (moderate work load) is 26.7 C.
All fourteen
readings obtained exceeded this threshold limit value.  The employer does
not have a heat
stress protection program.  On or about 3/23/94.
This exposure and condition can raise the deep body temperature of those
exposed which can
lead to heat related illnesses such as stroke (death), exhaustion,
cramps, and behavioral
disorders.
Some feasible and acceptable abatement methods (among others) to correct
this hazard
include:
1)  Conduct periodic WBGT (In) Index measurements to assess potential
heat stress hazards.
2)  Develop and implement a heat stress management program which includes
training, and
the use of administrative and work practice controls, and medical
surveillance.
3)  Use of cooling garments by exposed employees.
4)  Utilize forced air ventilation (above the "Hot Line") for the walkway.
5)  Increase negative pressure ventilation above the cooking equipment to
draw heat up and
out of the kitchen.
6)  Install a heat reflective shield in front of the stoves and ovens;
Spread cooking equipment
out so heat is less concentrated.
7)  Increase air conditioning in entire kitchen; use more fans.
8)  Open both ends of the "Hot Line" to improve air circulation.
