failure of operating
controls or exposure to excessive heat.  Such receiver vessel was an
integral part of the ammonia
refrigeration system used at the plant and was located in the northern
portion of the facility next
to the maintenance shop.  A feasible abatement for this condition would be
to vent the safety
relief valve to an outdoor or other location away from employee work areas
and in compliance
with state and other municipal regulations.
