Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
At Altel's worksite in Clarington, Ohio, the employer did not ensure that
his employee who was
disconnecting the crane attachment from the tower was protected from a
fall hazard while
ascending and descending the tower at height in excess of 55 feet above
the ground.
Among other methods, feasible and accepted abatement methods to correct
the hazardous
condition may include:
1.  Utilize approved aerial lifts, where possible, in accordance with 29
CFR 1926.453.
2.  Utilize approved safety climbing devices and fall arrest systems while
climbing
the tower.
3.  Require employees to use two lanyards leaving at least one connected
at all times.
4.  Install vertical life line on tower components prior to erection.
