Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely to
cause death or serious physical harm to employees in that employees
were exposed to the hazard of serious crushing injuries from the
dropping opf various types of hydraulic automotive lifts while working
under vehicles on the lifts.
a- Of the 14 operable lifts in the service area, seven had no
locking devices.  Five more had locking devices which could
not be engaged, as they were frozen due to excessive
accumulations of dirt and oil in the latch mechanism.  The
locking devices on these lifts could only be engaged when the
lift is fully extended.
Some feasible and acceptable abatement methods are, among
others:
1- Support vehicles by the use of four jack stands or equivalent
means for each vehicle under which an employee is required to
work.
2- Instruct and train employees in the proper use of the
manufacturer's mechanical devices, where provided, and safe
operating instructions of the lifts.
3- Conduct required maintenance procedures described by the
manufacturer.
4- Conduct the recommended inspections of the lift by the
manufacturer to ensure that the mechanical locking devices and
all other components are in safe operating condition.  Remvoe
defective lifts from service until they are rendered safe for
use.
5- Post and maintain permanently on display the manufacturer's
safe lifting instructions int he lift area.
6- Follow the requirements of ANSI B153.1 and the Automotive
Lift Institute Publication, AL1-SM89-1 (Lifting it Right).
