Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Level 214 - Between Pylon 2 & 3 - Employee walking 6" beam,
16"x9" to floor level.  Employee was not protected from fall by safety
belt and lanyard attached to a static line; there was no alternative.
While ultimate responsibility rests with the employer, given his/her
superior knowledge of the workplace, one feasible and effective means
of correcting this hazad among others, is to establish and implement
employee use of safety harnesses, lanyard attached to a suitable
mounting point.  Evential elements would include:
1.  Provide a horizontal mounting cable along the length of each
beam or wall which, when used as a tie-off point for the lanyard
attached to the employee's safety harness, would limit falls to 6'
or less.
2.  Train employees in effective use of the device.
3.  Provide lanyard and harness and enforce use by all employees
exposed to falls from elevation.
4.  Provide an aerial lift in areas where ample room is available.
5.  Provide scaffolds where work is able to be performed from
underside of beams.
6.  Provide ladders where work is able to be performed with safe use
of the ladder.
