Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that:
Employees working in the mixing room were exposed to the potential hazard
of being struck by
a falling metal dough trough weighing up to 1750# which was suspended by
two electric hoists.
The troughs were raised above the floor for the purpose of dumping the
dough sponge into a
mixer and employees walked underneath the raised trough to gain quick
access to the mixer
controls. In addition, the lifting bars and saddles used to attach the
troughs to the hoists,
contained no identification marking and no capacity marking. The pendant
controls to the hoists
in the mixing room also were not marked to identify each control button's
function.
Among other methods, one feasible and acceptable method to correct this
hazard is to
specifically prohibit workers from walking underneath the suspended
troughs, relocate the
pendant controls for the hoists and the door latches to the troughs to the
right side of the trough
(when its positioned for dumping the sponges), and maintain the lifting
devices and hoists in
accordance with ANSI B30.16 Overhead Hoist Standard; ANSI B30.20 Below the
Hook Lifting
Device Standard; and the National Safety Council Accident Prevention
Manual.
