31-372-101 Section 31-370(a) of the Connecticut Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fire fighting without appropriate fire ground accountability procedures: Location: (A)Branford Fire Department. (1)A system of fire ground accountability had not been implemented nor had training been conducted which would enable the scene commander to account for the location and function of each individual, company or unit at the fire scene. Feasible methods of abatement for this hazard, among others are: Development, implement and train on procedures to be followed including but not limited to: 1.An incident management system that accounts for all personnel at the scene. 2.An accountability system for the location and function of all companies and units on the scene. 3.An accountability system that allows flexibility for the use of additional officers based on the size, complexity and needs of the scene. 4.A system that accounts for personnel who arrive by other than fire apparatus. 5.Training and periodic refreshers to ensure implementation and functioning of the accountability system.
