Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment, which was free from recognized hazards that were causing, or likely to cause, death or serious physical harm to employees in that employees were exposed to hazards while working on top of a maintenance van: (a)Maintenance employees working on top of a maintenance van (license #PAZ9595), which was not guarded by standard rails, were exposed to a 8 foot, 11 inch fall. Among other methods, one feasible and acceptable method to correct the hazard, is to provide movable guardrails, on the top of the maintenance van, which can be raised and lowered as needed and which meet the specifications of ANSI A92.7, "Airline Ground Support Vehicle- Mounted Vertical Lift Devices."
