Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) In Dept. 03, the bolster and frame area, employees using a six feet long steel bar to turn 1400 pound bolsters and frames were exposed to a struck by hazard. Among the feasible means of abatement are: 1) Use the overhead cranes to turn the bolsters and frames thus discontinuing the manual procedure and eliminating use of the steel bar. 2) Engineer and build from parts a four wheel structure with brakes and an attached electric hoist motor. In use, the worker would position the lifter over the bolsters and frames, set the brakes and use the electric motor to lift/turn the
