Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that:
a) The employer did not protect his employees from the recognized
hazard of prolonged exposure to toxic/hazardous chemicals posed by
failure to train and drill employees in established emergency
procedures. The employer could have protected his employees by such
feasible, acceptable and recognized means such as, but not limited
to: (1) Provide adequate up-to-date information concerning all
toxic/hazardous chemicals known to exist at the establishment, and
(2) Train, educate, and require drills to familiarize all employees
of the established emergency procedures and the hazardous chemicals
known to exist at the establishment and the proper use of first aid
supplies and techniques as recommended for initial emergency
treatment.
