a) Blue Mountain Drive and Elm Road - The flagman was standing at the end
of a cone
taper that was located at the bottom of a hill and around a corner on Blue
Mountain
Drive.  The flagman was not visible to traffic until they drove around the
corner,
exposing the employee(s) to a hazard of vehicular accident, on or about
4/8/97.
ABATEMENT NOTE:  One feasible and acceptable means of abatement is to
follow the proper
traffic control standards such as: ANSI D6.1-1971 Manual On Uniform
Traffic Control Devices
For Streets And Highways or Work Zone Traffic Control Publication 203 (67
PA Code, Chapter
203) of the Pennsylvania Department of Transportation (April 1, 1994) as
referenced in the
Contract with the Lehigh Township Municipal Authority.
