Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to electrical shoch hazard:
a)Dock side area:  On or about July 17, 2002, an employee replaced two 120
volt breakers
in a main breaker panel that was energized at 220 volts without the use of
protective
equipment such as insulated tools and insulated personal protective
equipment, exposing
an employee to a potential electrical shock hazard.
Abatement note:  Live parts to which an employee may be exposed shall be
deenergized before
the employee works on or near them, unless the employer can demonstrate
that deenergizing
introduces additional or increased hazards or is infeasible due to
equipment design or operational
limitations as required by 29 CFR 1910.333(a)(1).
