Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by unsecured cylinders. At Jefferson Memorial Hospital, 1515 W. 42nd Street, Pine Bluff, Arkansas for roofing operations where employees were using propane fuel cylinders for heating tar, the cylinders were not secured to prevent them from being knocked over. Section 3.4.4 of the Compressed Gas Association Pamphlet P11965 addresses this hazard. This hazard exposed employees to the hazard of being struck by falling cylinders. Additionally, the falling cylinder could break the gas line causing a fire.ng
