Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to explosion and fire hazards:
a) Orion Industries, Ltd., did not ensure that all oven operators,
maintenance and supervisory
personnel were thoroughly instructed and trained under the direction of a
qualified person(s) and
require such employees to demonstrate understanding of the equipment and
its operation to
ensure knowledge of and practice of safe operating procedures.
A feasible means of abatement would be to provide oven operator and
maintenance personnel
with training as prescribed by the National Fire Protection Association's
Standard for Ovens and
Furnaces, NFPA 86-1995, Chapter 1, Paragraph 5.
Abatement documentation is required for this item in accordance with 29
CFR
1903.19

maintenance program
to ensure that ovens including, but not limited to oven #303 were in
proper working order.
A feasible means of abatement would be to establish an oven inspection,
testing, and
maintenance program as recommended by the National Fire Protection
Association's Standard
for Ovens and Furnaces, NFPA 86-1995, Chapter 10, Paragraphs 1.1 and 1.2 -
Appendix B.
Abatement documentation is required for this item in accordance with 29
CFR 1903.19
paragraph (d).
