Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to falls and sparks:
a)Small Components Cell: Winding portable ladder stand, 30 1/2 inches high
was
missing a rubber tip stop on the front left of the ladder, on or about
1/22/02.
b)Production Area: Employee was using a 4 step high mobile ladder stand
which
was damaged.
c)Assembly Area: Mobile ladder stand 30 1/2 inches high was missing a
rubber
stop.
d)High Bay Area: Seven step high mobile ladder stand was missing two rubber
stops on the front legs of the ladder.
e)Paint Department, Spray Area: Two step high mobile ladder stand was
missing
rubber stops on the leg of the ladder, on or about 2/27/02.
Feasible and acceptable methods for abating this hazard are:
1)Follow the manufacturer's recommendations for inspection and maintenance.
2)Follow the instruction sticker located on the front of the portable
ladder
stand for using the ladders with rubber tips, and to remove damaged ladders
from service.
3)ANSI 14.7-2000, Design Requirements - Mobile Ladder Stands, Section
4.3.8
4)Train employees in the proper use of the portable ladder stand in
accordance
with ANSI 14.7-2000, Section 6.15
5)Conduct pre-use inspections as required by ANSI 14.7-2000, Section 8.1
NOTE: ABATEMENT CERTIFICATION REQUIRED FOR THIS ITEM.
