Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to 1,3,5 Triglycidyl Isocyanurate in excess of recommended
levels when
conducting powder coating operations:
(a)  Painter was exposed to levels of 1,3,5 Triglycidyl Isocyanurate
(TGIC) in excess of
the recommended levels of 0.05 mg/M3.  Painter was exposed to 0.33 mg/M3
of TGIC
during employee's eight-hour work shift on August 12, 2003.  This is
approximately 6.6
times the recommended level.
Among other means, feasible methods of abatement would be to:
1.  Increase the ventilation system to capture powder coating at the
source of the
operation.
2.  Install visual gauges or audible alarms to alert operator if proper
capture velocity is
not being maintained.
3.  Utilize improved vacuum capture system to capture powder during booth
cleaning
processes.
Abatement Note:  Abatement certification and documentation are required
for this item (see
enclosed "Sample Abatement Certification Letter").
ABATEMENT SCHEDULE
STEP 1 - Submit to the Area Director a written detailed plan of abatement
outlining a schedule
for the implementation of engineering and/or administrative measures to
control employee
exposures to hazardous substances as referenced in this citation.  This
plan shall include, at a
minimum, target dates for the following actions which should be consistent
with
the dates
required by the citation:
(a) Evaluation of the extent and location of the hazard source;
(b) Evaluation of control measure options;
(c) Selection of optimum control measure(s);
(d) Determination of control measure design;
(e) Ordering and delivery of equipment and materials;
(f) Installation of control measures;
(g) Training of employees in the proper operation and maintenance of the
newly
implemented control measures; and
(h) Assurance of effective performance of control measures.
All proposed control measures shall be approved for each particular use by
a competent
Industrial Hygienist or other technically qualified person.
STEP 2 - Correction shall be completed by the implementation of feasible
engineering and/or
administrative controls and their effectiveness at achieving compliance
verified.e
