recognized hazards that were causing or likely to cause death or serious
physical harm to
employees, in that employees were exposed to: the hazard of cranes being
overloaded, and/or
loads being dropped, due to the absence of rated loads for
"Below-the-Hook" Lifting Devices,
i.e., not having been conspicuously displayed on the device(s).
(a)Production coating lines, Northwest section of plant - There were no
rated load
markings visible on the main structure of, nor any identification plates
which
listed:
a. the manufacturer's name and address,
b. the serial number of the device,
c. the lifter's weight (if over 100 lbs),
d. its rated load
on the "Below-the-Hook" Lifting Devices attached to overhead cranes running
above and over: (1) the Phosphate Coating Dip-tank Line, and (2) the Rack
Plating Dip-tank Line.  [Reference Section 20-1.2.1(a) & (b) of The
American
Society of Mechanical Engineers Safety Standard for Below-the-Hook Lifting
Devices, ASME B30.20a-1996.]
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to: (1) stencil a clearly visible load rating on each "Below-the-Hook"
lifting device, and (2) affix
an identification plate to each "Below-the-Hook" lifting device which
includes the information
required in points a-d above.
