were not developed
by the employer for employee(s) engaged in cutting open the tops of pad
mounted
transformers with a cutting torch for the purpose of recovering copper.

AMONG OTHER METHODS ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS TO:
1.   Develop and implement "Safe Operating Procedures" for cutting
operations
on
pad mounted transformers.
2.   Ensure all transformer bushings are kept open to allow sufficient air
to dilute the
gas concentration below the lower explosive limit.
3.   Ensure the use of a combustible gas meter to detect lower explosive
limit levels
in all pad mounted transformers prior to torch cutting operations.s
