Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to rotating parts and in-running nip points: a/ Production Area - Six(6) Polishing Machines: Adequate, written and enforced procedures were not developed to ensure that employees properly and consistently adjusts all areas of the Polishing Machines, that needs to be adjusted. One feasible and acceptable method to abate this condition is to create a procedure that addresses - but not limited to: 1/ Servicing and/or adjustments that do not fall under lockout/tag, and are deemed to be a part of the routine operation of the machinery. 2/ Shutting off the machinery before performing service and adjustment operations. 3/ Instructing employees not to wear gloves near rotating parts or in-running nip points. 4/ Ensure that employees understand the procedures, by training the employees in the language that they speak. 5/ Enforce the use of the procedure, document violations of the procedure and return when necessary, and periodic inspections of the equipment to ensure the methods are followed, etc. Observed 9/10/02.
