Section 5(a)(1) of the Occupational Safety and Health Act of 1970:    The
employer did  not furnish
employment and a place of employment which were free from recognized
hazards that were causing or likely
to cause death or serious physical harm to employees in that employees
were exposed to fall steel parts:
a- Production Building - "Walker" 1760 lbs:   Procedures were not provided
by the employer to
ensure that steel plates would not fall during lifting operations.     One
feasible and useful method to
correct the condition is to provided procedures to include, but not
limited to the following:
1- The specific weight of the steel plate must be determined prior to the
lifting operation to
prevent the employees from having to estimate the weight.
2- The appropriate lifting device to use, based on the size and weight of
the plate.
3- Means to check the lifting device (every time) to ensure that is it is
secured
to the plate
before the plate is lifted.
4- The type of check to make when the plate is at floor level and when the
plate is on the
work table, if they are different.
5- Any and all tools that must be used to make the check.
6- Specific steps to follow when and/if there is a de-scaling or
de-burring, etc. operation of
rough finished plates.
7- And/or other approved means.
8- Instructions to ensure employees keep all body parts from under the
load.
9- Training is the developed procedure - include all exposed employees.
