Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish a place of
employment that was free from recognized hazards in that employees set up
the  press brakes and then
operated the press brake machine no. 1 without checking and verifying the
safety requirements of the guarding
devices resulting in employees exposure to the point of operation of the
machine.
Feasible means of correcting the hazard is to:
1.  Establish a written procedure for checking the veracity of the
installed guarding devices such as but not
limited to restraint, light curtain, etc. as required by ANSI B11.3- 1982:
American National Standard for the
construction, care and use of  machine tools and power press brakes .
2.  A sign-up sheet must be posted at each press brake machine showing the
machine was checked
accordingly.
3.  Employees must be trained in the procedure and it must be enforced
effectively.
