Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: a) On or about December 17, 2007 and at various other times, U.S. Postal Service employees at the Post Office at 715 N.W. Hoyt Street in Portland, Oregon were exposed to the hazard of anthrax infection from mail in that employees, pursuant to instruction of management officials, bypassed the Biohazard Detection System (BDS) machines attached to Advanced Facer Cancelling System (AFCS) and cancelled mail with cancellation machines lacking the BDS. One feasible and acceptable abatement method for abating this hazard would be to ensure that all collection letter mail meeting the processing specifications for the AFCS be processed through the BDS.ugh
