Section 5(a)(1) of the Occupational safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that:
a.  On or about July 31, 2003, employees were exposed to a "struck by"
hazard in that they
substituted non-functioning torsion springs on damaged overhead dock doors
with wood pieces,
metal, and loading jacks in an effort to prop open and prevent overhead
dock doors from falling
and/or slamming down while loading and unloading freight.
Among others, one feasible and acceptable method to correct the hazard is
to have the defective
part repaired or replaced to bring the door into compliance with the
requirements and
specifications established by American National Standard Institute and
National Association of
Garage Door Manufacturers for Sectional Overhead Type Doors, "ANSI/NAGDM
102-1988"
