Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls. On or about 10/03/03 at 530 Athens Hwy, Bldg 1, Loganville, GA: a) Employees were exposed to falls. Employees were approximately 18' above the lower level in a homebuilt, Which was not designed and approved for elevating personnel, work platform without the use of a safety harness while installing roofing. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS": 1) Instruct each employee during initial training and safety meetings the proper use and procedures of wearing a safety harness while elevated in a work platform. 2) Conduct periodic monitoring inspections of work platform operations and correct deficiencies immediately. 3) Use only equipment designed and approved for elevating personnel. Instance: A) Employee elevated on homebuilt work platform working on roof installation without safety harness and without an operator at the controls at all times. B) Employee being lowered on homebuilt work platform without a safety harness.
