Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to crushing hazards:
An employee was struck by an unoccupied Ford F-450 recycle truck while
standing behind an unoccupied
International 4000 refuse truck. The vehicle parking brake on the
unoccupied Ford F-450 recycle truck was
not being used when the truck rolled down the hill and struck an employee.
At the time of the accident a
supplemental braking system was solely being used.
1.  Among other methods, one feasible and acceptable abatement methods to
correct this hazard is to
provide instruction and training of employees in the safe methods of work
before employees are
allowed to operate vehicles used while engaged in mobile refuse
collection. This instruction is outlined
in the American National Standard (ANSI) Z245.1 - 1992 for Refuse
Collection, Processing, and
Disposal Equipment - Mobile Refuse Collection and Compaction Equipment -
Safety Requirements.
2.  Use the existing vehicle parking brake when using the supplemental
Mico Hydraulic Braking System
as outlined in the Mico manufacturers Installation and Service
Instructions.
3.  Use wheel chocks when equipment is on inclined roadways.
