P.L. 91-596, Section 5(a)(1) of the Occupational Safety and Health Act of
1970:  The employer
did not furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of being struck by vehicles within a
highway construction
zone:
A) In the Northbound middle lane of I-75 in Valdosta, GA - Employees were
exposed to being
struck by construction vehicle traffic while working within the designated
highway work zone.
The employer did not establish a pre-planned traffic pattern for
construction traffic and provide
a guide/spotter for the dump trucks in order to ensure the safety of the
employees working and
walking within the construction work zone (ref: American National
Standards Institute (ANSI)
A10.17-1975, Safe Operating Practice for Asphalt Pavement Construction).
A feasible and acceptable abatement method to correct this hazard is to
utilize
a spotter or
"guide" to back the dump trucks into position and establish a pre-planned
traffic pattern for
construction traffic inside the work zone. The construction traffic plan
shall include training to
all employees that enter, travel within, and exit the construction work
zone.
