Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling from step ladders positioned on a scaffold platform: Among other methods, one feasible and acceptable method to correct this hazard is to ensure that employees use scaffolds of sufficient height to reach the work area. For additional assistance, please refer to ANSI A14.2-1972 "safety requirements for portable metal ladders", Appendix A3, Section A3.8. a) Drydock Number 2 - Dredge B.E. Lindholm at the port quarter/stern: Employees working on the propeller shaft struts had placed a 6 foot step ladder and a 10 foot step ladder on top of the platform of a tubular welded frame scaffold, exposing the employees to fall hazards.
