Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falling loads and falling hoist parts: a) Moore & Morford, Inc., 1030 Broad Street, Greensburg, PA: On or about 05/04/2006, the approximately twenty-eight (28) 1/4-ton, 1-ton, and 2-ton electric hoists, located in the Structural Shop, Iron Shop, Rail Yard, and Paint Yard, were not kept in good repair in that the following deficiencies were noted: (1) frequent inspections were not conducted; (2) periodic inspections were not conducted; (3) the employer did not document inspections; (4) a preventive maintenance program based on the manufacturer's recommendations was not established; (5) the flexible power cord for the 1-ton Budgit hoist in the Iron Shop was spliced with electrical tape; (6) the flexible power cord for the 1/4-ton Harrington hoist in the Iron Shop was spliced with exposed wire nuts. Among other methods, one feasible and acceptable abatement method to correct this hazard is to develop and implement a preventive maintenance program which incorporates all recommendations outlined in the manufacturer's manuals with written, signed, and dated reports and also in accordance with ANSI B30.16 and ASME B30.11 to ensure a safe and properly functioning hoist.oning
